That's what I'm saying. The PvP Ascended armor only benefits those who play (or in your friends case, want to play) more than 1 game mode. There's no reason for an ascended armor piece to not have an infusion slot in it. I can't say that I KNOW, but personally, I'm certain that it's just a bug.
